Start off by opening up a psd that you would like to add a border to
im going to be using this Mary-Kate and Ashley one


now select your psd and paste it onto a background of the color that you want the border to be
do not deselect anything! then go to Selections > Modify > Expand
and put in the width of the border



now you can copy that and paste it onto your background and you are finished
