Step 1
Create a new raster layer and fill it with #1b3f77 and set the layer to Exclusion 44%

step 2
Create another raster layer and fill it with #df0b6e and set the layer to lighten 32%

step 3
duplicate your base and drag it to the top, then set that layer to sorft light 55%

step 4
go to Layers > New Adjustment Layer > Color Balance
and match your settings to mine

go to Layers > New Adjustment Layer > Curves and plot these points
1st point
Input - 191
Output - 221

2nd Point
Input - 60
Output - 55

Step 6
Now all you have to do is merge all of your layers and go to Adjust > Sharpness, and click sharpen once or twice depending on how sharp you want your picture to be
And now you are done!!
