Start off by opening up an image that you would like to add color spots to



Then click on your brush tool and select the circle brush
make sure you set the hardness to 0, and then you can make it whatever size you want.
create a new raster layer and put down some spots wherever you want them
now go to Adjust > Blur > Gausian Blur
set the radius to about 15.00, you might have to make it larger for bigger spots
