step 1
Duplicate your base layer and set it to screen 50%

Step 2
Create a new raster layer and fill it with #223656 then set that layer to exclusion 100%

Step 3
Create a new raster layer and fill it with #b8e9fe then set that layer to burn 100%

Step 4
Duplicate the base layer and drag it to the top then go to Adjust > Hue and Saturation > and set the saturation to 0 . set that layer to soft light

merge all of your layers and you are done.
