step 1
Create a new raster layer
fill it with #364a5b and set the layer to exclusion 100%

Step 2
Create another new raster layer and fill it with #7dd8ff then set that layer to soft light 100%

Step 3
Duplicate the base layer and drag it to the top, set that layer to overlay 100%

Step 4
go to Layers > New adjustment layer > Color balance and set your settings to mine



merge all of your layers and you are done.
